The Pyramid Man's existence is directly tied to Arbiter Death's subconscious; Arbiter Death's malevolence and desire to kill is what compels Pyramid Head to pursue him.
Another reason is Dark Astoria's desire to turn everything, well, dark. Therefore, the Pyramid Man follows him and will take away everything he cares for; in an attempt to take away the Arbiter's "good-side," thus turning him completely evil.

- If you removed Pyramid Man's helmet, the face of Arbiter Death would appear. Even though it's not him.
