The Nemesis Council is a villain group based of out the Ilha da Liberdade, an artificial island near the Rogue Isles. With their original leader, Dr. Nemesis, dead and the current leader, Leo Di Meo, incarcerated it is unknown who is currently in charge of the Nemesis Council or how organized the remaining members are.
