Before she was a hero, Rachel Katz was a marketing whiz and cold-hearted business woman. She was engaged to be married, but the arrangement was purely for social status and she didn't love anyone apart from her cat.
When her engagement went sour, her suitor fled the city and warned her that he'd find some way to get back at her. The next day Rachel woke up and began washing her face with the back of her hand. Somehow, a curse had been laid upon her that had permanently merged her with her beloved cat.
Rachel was horrified to be stuck in the body of a catgirl, for she previously had the same low opinion of Paragon City's feline-female population that everyone else does. Even worse, her conversion was much more extreme and her body was more anatomically feline than human.
Since the curse had also gifted her with powerful ice magic, Rachel became a hero under the name Kat Kisses. She registered with MAGI to find a way to break her curse, while not entirely sure if doing so would obliterate her human side and turn her back into a cat or vice versa. Her search for a cure even drove her to find contacts within the Circle of Thorns.
Lunarwind was finally able to subvert the curse to a degree that Kat can now change from human to feline-hybrid at will, although the process is painful.

Linguists suspect that her common cat-like grunt of "mreh" is the most profane oath in any language anywhere.
