The Fortuneteller cannot communicate with beings without an innately born mind. (i.e. - androids, cyborgs with positronic brains, etc.) as he is both blind and mute, and uses telepathy to directly speak with others.

Rastus Devenon is a simple man; merely a victim to the flow of fate.

He developed a mild psychic ability as a child which continued to grow into adulthood. While serving his country in war he fell victim to the explosion of a landmine, and has since has been unable to use his eyes or vocal chords. His psychic ability increased exponentially to compensate. It is how he has come to communicate: by speaking directly into one's mind.

Since this accident he has been plagued by constant visions and the inner voices of those that surround him. For a time he was imprisoned, thought mad as he had taken to placing his troubling visions into others minds. He was rescued from such a fate by the Jinzan crime family, and has been in their employ ever since. They moved him to the isolation of the country and placed him under the care of Symun Devaki (The Fate Keeper).

At present he fights to gain control of his rampant psychic ability; something which no other has ever been able to teach him to control. He and Symun now find themselves amongst the ranks of Inevitable Evolution, in which he works to assist them in any way that he can. His hope is to find a place that will accept him, while assisting him along his journey to master his power.

- Is EXTREMELY uncomfortable with his disabilities, and not fully confident with his talents. - As Symun (The Fate Keeper is his personal assistant, he comes across as stand-offish and unapproachable. This is hardly the case. - Being around too many people overwhelms him and he has a tendency of leaving after very short periods of time in the company of crowds. - Due to the massive scarring on his face and throat, he feels himself extremely unattractive and most times covers his face with a mask. He also feels that this pulls off the mystic "fortuneteller" look a bit better than staring at blinded man.

Since the accident, Rastus has been unable to both see and speak. He is able, using his telepathy, sense the minds of others around him and uses his heightened hearing so that he is able to move about freely, but is unable to sense machines and other such beings that do not have a naturally born mind. Nor can he communicate with them, as he uses his ability to transmit his words directly into the mind of the ones that he is speaking with.

In recent practice he has been able to transmit his thoughts to multiple people at one time, but the act itself is tiring and is usually only possible when he reaches the state of clear-mindedness he achieves in combat.

((OOC Warning)) Rastus Devenon's power is derived from a mutation in his bloodline. The nature of how his psychic ability works, however, is more sensitive to the realms of science than it would be the mysticism that most associate with such an ability.

In actuality, what he has is a hypersensitivity to the flow of time, and hypersensitivity to the electric impulses that brain waves emit. When someone thinks something to themselves, for example...those synapses project into his mind as though he himself had that very same thought. If he is at a great distance, however, he must greatly concentrate on a subject that he is either familiar with, or someone that has left an "imprint" on a familiar person.
