Captain Lightning was created as a homage to Silver Age comicbook heroes.

Beth Franklin was born with the powers to generate & manipulate electrical energy. Like all mutants her powers manifested during her early teenage years. While many considered her powers to be a blessing of sorts, she considered them to be a curse. Not wanting to feel isolated by her mutant powers she did her best to avoid using them. All she desired was a normal life but if you have a gift life sometimes has a way of making you use it, like it or not. One day a terrible storm came thru her town & knocked out all power. Worse yet the hospital her mom worked at was struck by a bolt of lightning destroying the back-up generators. Beth knew that if power was not restored soon lives would be lost. Doing the only thing she could do she attached herself to the hospital power grid & kept it running till power could be restored. It was after this event that Beth realized that maybe she was meant to use her powers for a greater good. Relocating to Paragon City it is here that Beth plans to gain the experience & knowledge necessary to become the best superhero she can be.

Captain Lightning's weakness would probably have to be herself. Having no formal training in the use of her powers, most of it comes from her use of them on the criminal element of Paragon City. Also combined with the fact that she has no prior experience as a superhero before she started aside from what she has seen on the media and read in comic books. Beth tends to sometimes hesitate or second guess herself at times. Sometimes these moments of self-doubt can appear when she's on a mission or in combat and often leads to injury to herself or worse to those she is trying to protect.

Has a borderline irrational fear of zombies.

Refuses to tell anyone what the "J" in her name stands for. Her parents have been sworn to secrecy on this issue.
