Noel Chambers is an introvert struggling to come out of his shell. His shyness, coupled with his serious (nearly melancholy) demeanor can make him seem very standoffish. Noel is also a devout Lutheran and while he is too soft-tempered to try and convert others, does not make himself any more likeable by casting a disappointed frown towards those who are blatantly sinning.

Only to those Noel considers his friends does he share the lighter side of himself. While it's still rare for him to joke, he frequently offers a warm smile. He's a devoted friend with a sympathetic shoulder (even when it's covered in power-armor).

Blue Requiem can generate destructive sound waves from his mutated vocal chords. In close-quarters fighting, he has learned to concentrate the sound waves into states which can knock back his enemies or use sub-harmonics to put his foes in different altered states.

Noel Chambers has a knack for computer programming and electrical engineering. He has utilized his talents and interests in cybernetics to create the power-armor he wears as Blue Requiem.

Blue Requiem wears a suit of power-armor which uses Noel's own vocal vibrations as a renewable resource for its powers.

Using a sound wave to energy transformer within the power-armor, Blue Requiem can throw powerful energy-punches. These punches can throw enemies yards or deliver enough force to temporarily disorient his opponent.

With the same sound wave to energy transforming components, the power-armor also grants Blue Requiem the ability to hover or even fly.

Built into the suit is wireless Internet connection capabilities, which allow Blue Requiem the ability to gather additional information within moments or text-message his supergroup or team-mates (if they have appropriate text-messaging receivers).

[edit] Weaknesses and Limitations

In addition to his shyness, Blue Requiem has a handful of weaknesses and limitations.

[edit] Mute

The mutation of Noel's vocal chords has rendered him incapable of vocal speech. A sense of pride and self-reliance has kept him from using the technology or psychic ability of others to communicate. The hero will only communicate through facial expressions, body language, American Sign Language or, should it be required, text-messaging. This can lead to the lack of proper or immediate information transfer, sometimes placing himself or his teammates in danger.

Because he uses his own power for many of the suit's functions, Blue Requiem can only perform a limited amount of tasks at the same time. If focus is lost can be overtaken by multiple opponents.

[edit] Pre-Mutation

Noel Chambers was born in Paragon City and raised in the community known as Striga Isle. Somber by nature, even as a child, he watched as his home town became a haven for paramilitary groups like the 5th Column and Sky Raiders, groups which affected the very soil of the island, attracting mystical villainous groups like the Banished Pantheon. To Noel, there was very little to be happy about.

Noel was most at peace and happiest when singing hymns. His voice was clear and distinctive, with depth beyond his years. Even at the young age of seven, Noel participated as part of the church choir, singing for special events. It appeared that a bright future as a singer would lead him and his family away from the dangers of Striga Isle.

At the age of twelve, Noel completely lost the ability to produce vocal sounds. His family nearly bankrupted themselves in doctor bills, attempting to determine the cause of the changes in Noel's throat.

A year later, sound emanated from Noel, shattering glass and shredding furniture. Fortunately, nothing living was in range of Noel's newfound "voice." Additional hospital bills later, it was determined that Noel Chambers was a mutant. With the complete changes to his vocal cortex, it seemed unlikely that he would ever speak--much less sing--again.

Lacking the funds to send Noel to a private school and rejected as a danger to students and faculty by the public school system, Noel was home-schooled. This kept him further isolated from people. His free time was spent playing the piano and exploring the field of electronic engineering and computer programming. The latter two pursuits, he hoped to use to make his life easier.

Noel's parents were meticulous in their grading and record-keeping. When Noel was seventeen, he received multiple scholarships from Paragon City University. At the age of eighteen, Noel moved out his parent's house and, for the first time in his life, was thrust into a system filled with strangers.

Noel did not make friends easily. His shyness and dour nature put a barrier around him few were willing to penetrate. A student by the name of Jignesh Nagheenanajar, overcome with sympathy for his self-ostricized classmate offered his hand of friendship to the stranger. Accepting, the two became friends, bonded by the shared interest in using cybernetics to make life easier for the disabled.

While both were still freshmen, Jignesh saw his friend stop two Council members who were physically harassing a student. Impressed by the raw power of Noel's mutant ability, Jignesh suggested that Noel join the community of super-heroes.

The two worked together for six years, through their undergraduate degrees and into their master's program at the Founder's Falls campus on a suit of power-armor which would help protect the fledgling hero. Noel began to train and better focus his sound waves, allowing sound to escape him for the first time in years.

Blue Requiem has only recently entered the official Paragon City hero community and he and his friend are constantly working on improving the armor Noel wears, using it as a template for their ultimate goal of helping others through cybernetics.

Following his best friend's suggestion, Blue Requiem joined the Campus Alliance of Preternatural and Exemplary Students (CAPES). While Noel sought to use the organization as an aid for becoming a more effective crime-fighter, Jignesh hoped to draw his friend further out of his shell.

Noel attends only the rare CAPES event, but has finally begun to make contacts--and even some friends--in the super hero community.
