[edit] Astoria

John Starkweather was born in Astoria, Paragon City. Which is more commonly known as "Dark Astoria," due to the takeover of a cult organization known as "The Banished Pantheon".

John was an only child living a happy and good life, he spent all of his childhood in Astoria until he reached the age of 13; a couple months after his birthday the Astoria incident occurred.

It all started while he was in his living room on a late afternoon watching his favorite television program, The Tales from the Crypt. Soon after, the show was interrupted by a "Special Report," and the face of a news anchor appeared on the screen. The anchor calmly reported that Astoria was being attacked by indescribable entities, and suggested that all local residents locked their doors and closed their windows.

It was later reported that these entities, or creatures were being spawned at the old Moth Cemetery. Even with the spawn location there was no success on taking down the invaders, as the Longbow and PPD attacked the cemetery with all the units they could send out.

Due to the chaos of the situation the PPD was forced to call in The Freedom Phalanx. Unfortunately, The Freedom Phalanx was busy stopping a plot from their long time enemy, Arachnos; and could not help the situation in Astoria.

A couple hours later of endless combat, a darkish-grey fog began to settle in. As it engulfed Astoria anyone who was outdoors had a hard time seeing clearly with all the fog. The only sound John could hear from his house were gunshots and screams.

Even with the remaining reinforcements trying to defend the area, the Longbow and PPD were soon overwhelmed, and had no choice but to retreat.

Due to the growing numbers of casualties, the young boy decided to flee to the safest area he could think of. The closest, safest area was Talos Island as he recalled the anchor say, "Anyone still alive, make your way to Talos Island! The Paragon Police Department will be there to escort you out!"

He was trapped in his house for a week, after receiving no phone calls from his friends or parents that's when he realized that he had to leave his house. He barely had any courage to go outdoors as he thought he would be killed in an instant.

A couple hours later he decided to face his fears and go outside with the little courage he had. However, as he exited his house everything was disturbingly silent. No sirens, no gunfire, no screaming, nothing. It was just the fog and him.

As he made his way to the street, he was searching the area for any dead bodies so he wouldn't accidently step on one. There were blood stains and corpses here and there, and an unusually small amount bodies lying on the floor. John was curious, but at the same time didn't want to find out what happened to the rest of the corpses.

Many thoughts went through his mind while walking to Talos Island such as, "Where did the bodies go?" and, "Where is everyone?" Most importantly he wondered where his parent's were. He knew that his parents worked at the hospital near the exit of Astoria and decided to travel there quickly to see if his parent's were still alive.

John ran a great distance to the hospital with high hopes that his parents were still alive; however, when he reached the hospital all was not as it seemed. The hospital's interior changed dramatically, blood and rust filled the inside and it reminded him of an abandoned hospital. While looking around in the 3rd hospital floor he found his parents, dead and hacked, their littered bodies in a corner. Then all of a sudden a dim light flickered on and words written in blood behind his parents said, "We'll be seeing you, John." When John saw this he panicked and ran out of the hospital as fast as he can, quickly running towards the exit into Talos Island; thus escaping the nightmare.

[edit] Talos Island

In Talos Island no one took him, he was abandoned as a boy until one day he was found and taken by a Vietnamese Tsoo warrior named Phuoc Tran. He took him into a secret location in Talos Island and trained him various martial arts styles such as Ninjitsu and Tae Kwon Do.

He found during that time that he had the power of Ice manipulation and Ice blasts; which he used to pummel his opponents with, sending them to an icy death. His powers earned him the Vietnamese nickname "Con bọ cạp Là ngòi," in English translation that would be "The Scorpion's Sting."

All was well with him and the Tsoo, until one day John and a large group of Tsoo warriors were sent on a task to destroy Lost mutants in Faultline, in an attempt to stop opposing groups from "taking over" the place. The outcome was bad, apparently the Lost knew of this plan and waited patiently for the ninjas to strike. As usual the Tsoo attacked at night, and usually had the advantage. However, this time the Lost had outnumbered the Tsoo 5 to 1 and all the Tsoo warriors were either shot down, or taken in to transform into one of the Lost. John fought bravely and protected his Tsoo comrades, but was shot multiple times in the chest by Rikti plasma rifles and drifted away into unconsciousness and was near death.

He laid there on the floor waiting for death to come take him, fortunately for him he was being watched by an Fortunata who saw his powers. After the battle was over, the Fortunata walked over the bodies and took John into an Arachnos flier. The next morning John woke up in a hospital in Grandville.

During his time in the Isles he was raised by the Fortunata who saved him, since she considered him like son she put him in the most difficult training program Arachnos has to offer.

She also put him in a mind-clearing machine that was used on civilians to make them more susceptible to Arachnos influence. The Fortunata Kalinda saw his past using her psychic abilities and recommended clearing his memory on the events that happened in Astoria. However, the machine had a dysfunction and erased only parts of his memory in Astoria as he still had faint memories of what happened. He knew that creatures invaded Astoria, but, he didn't know how his parent's died or how he got into Grandville. The last thing he remembered was getting shot and then waking up in a mysterious hospital in the Isles.

Arachnos told him a lie and said that his parent's died in a car accident while trying to escape, in return, he believed them.

He knew that Arachnos saved his life and felt it necessary to serve them, he considered the Fortunata who saved him like a second mother, and even grieved when she died in a battle in Bloody Bay. He began his vigorous training at the age of 14 as a Wolf Spider, and ended training at the age of 27. He proved himself to be a worthy servant of Lord Recluse, and slowly climbed the ranks of Arachnos, finally reaching Arbiter status.

However, at the age of 16 he discovered that he had psychic abilities(very small); and was moved into the Bane Spider class. He was then taught from age 16 until the age of 27 close counter combat, and ranged combat.

Even today, he's considered one of the most deadliest assassins in Arachnos and an expert at torture earning him the nickname "Arbiter Death" instead of Arbiter Starkweather. During his time in the training facilities he became good friends with Night Widow Nocturne and Arbiter Sands, the 3 allies did many missions of assassination and infiltration.

One of their most notorious schemes was to defeat Sister Psyche in the past using the Ouroboros system, and to use her strong psychic abilities to power up an Arachnos machine codenamed the "Jade Spider," which was done successfully. Unfortunately, Sister Psyche escaped the Arachnos facility, it is unknown who aided her on the escape.

[edit] Arbiter Death's capture

The 3 did their assignments with extreme success and were deemed as the best agents Arachnos had to offer. Until one day they were split, Night Widow Nocturne and Arbiter Sands were to spy in Faultline, and Arbiter Death received a mission to get Intel on the recent activities of the Freedom Phalanx.

He traveled to Paragon City via submarine, and ended up in the waters of Independence Port at midnight. Soon after he arrived he received information by the operators that a meeting would be held at King's Row at the PPD station.

He went across the city unnoticed traveling through alleyways and hiding in the shadows. Unfortunately for the Arbiter a Longbow soldier was patrolling the the city and saw him with binoculars watching the PPD station on a rooftop above. He thought it was just some random hero at first, until he saw his insignia. The Longbow soldier panicked and reported him to the nearest Freedom Phalanx member he could find, which was Back Alley Brawler. The Arbiter was watching the station until he felt this hard grip on his shoulder, the next thing he saw was a fist to his face, and a trip to "The Zig."

[edit] The Arbiter escapes

The Arbiter was judged and convicted for crimes such as infiltration and assassinations and was sentenced to The Ziggurat for 50 years.

He was incarcerated in the Zig for approximately 5 months, until a breakout occurred. He soon remembered that Arachnos was planning to carry out the "Destiny" program, and considered it a means of escape. He escaped his cell and decided not to go back home, but to move into Paragon City.

Apparently the Arbiter thinks that Lord Recluse is moving slowly on taking over Paragon, and that he should help take it over and put it under Arachnos control.

The Arbiter also decided to act as an intelligence agent to further his objectives.

[edit] Revisiting Paragon City

When the Arbiter made it out of "The Zig" he decided to ask permission on helping Recluse take over Paragon. Recluse took it as a grand opportunity for one step closer on world domination, so he gave the Arbiter permission to do as he pleases.

Before he could continue his quest he must first change the mistake on the symbol, he ordered a package from Arachnos to give him a new breastplate, but instead of the Arachnos symbol it had a skull symbol on it... later on during his time in Paragon he removed the skull breastplate and ordered a new armor named the "Enforcer Armor".

He then registered at the Hero ID desk, in which he used his Arachnos nickname "Arbiter Death." The woman at the counter looked a little puzzled until he said "Saying your an Arbiter doesn't really mean you belong to Arachnos. Look, I'm not even wearing their symbol." She then understood and registered him, fooling the heroes as being one of them.

In time he knew he cannot take over Paragon alone, so he gathered villains from Paragon City and The Rogue Isles to aid him.

[edit] Sister Psyche defeated?

This is footage taken by an Arachnos camera. During the time Arbiter Death, Arbiter Sands, and Night Widow Nocturne had to defeat Sister Psyche for the "Jade Spider" program.

"Okay, we know our objective, take out Sister Psyche for an Arachnos project. Are we ready?" said Arbiter Death while entering the Arachnos facility.

"Ready!" said Night Widow Nocturne and Arbiter Sands

"I see her on my radar, shes in the west wing... with another heat signal?" Arbiter Death looks closer at his hologram map of the facility "... who is the other one?"

"Hmm, I bet its another Freedom Phalanx member." said Arbiter Sands "... I have a bad feeling about this."

"Same here" said Arbiter Death "... this could jeopardize our mission."

"There's no time to waste, lets move!" said Nocturne


*Meanwhile at Sister Psyche's location*

"Shalice.... to make myself look like I'm Recluse's ally, you have to be beaten in combat, I will not lay a hand on you... you know I love you too much." said Manticore with passion "... I see three heat signatures heading this way, my plan is for you to purposely lose and to get sent to their prison, before they use you for their freak project I'll rescue you out of the cell they'll hold you in... besides Wolf Spiders are easy targets."

*Manticore is about to teleport outside the facility*

"Wait...! I want you to promise me one thing." said Sister Psyche

"Anything."

"When this is over and this Arachnos project is destroyed, I want to have a child with you, and raise it to become a hero, a protector of peace."

"I promise."

*Manticore kisses Sister Psyche passionately on the lips and teleports outside the facility*


*Back to the 3 Arachnos agents*

"Is it me, or did my radar break?" said Arbiter Death jokingly as the second heat signal disappeared

"Well, we're nearing Sister Psyche, forget about it" said Nocturne

*The agents reach Sister Psyche a couple minutes later*

"Come and get me Arachnos thugs!" said Sister Psyche in anger

"As you wish." said Arbiter Death

*Arbiter Death throws a Ice Blast at Sister Psyche*

"Is that all you got!" said Sister Psyche dazed, but soon snaps out of it.

"Sands, we'll need her alive, don't kill her." said Arbiter Death to Arbiter Sands as he pulled out his Arachnos assault rifle.

*Arbiter Sands nods, then soon after shoots her with a non-lethal beanbag*

"You'll.... you'll pay!" said Sister Psyche with a stunned look.

*Sister Psyche falls unconscious*

"I heard so much about heroes...pathetic, I didn't even get to fight." said Nocturne


*Acouple hours later*

"Wolf Spider Johnson reporting, support, we need support! Manti-" cuts off to static.

The Arbiter has almost forgotten all of his history in Astoria. He tends to find out what happened to him and his past in that area, even though he only has faint memories of that place.

Another odd thing in Astoria is that he loses all his superpowers, so if a creature ever approached him he will have to fight with melee weaponry or projectile weapons.

His searching ended when ShadowWings found out where he was, and came to the Moth Cemetery in Dark Astoria. He found the Arbiter hiding behind a tree as he did spot him.

He showed the Arbiter mercy and did not kill him, in fact he revealed his past and found out it was ShadowWings who had the chance to save his parents. However, due to the dire situation he aided the Longbow and PPD instead.

ShadowWings also revealed that he is the Arbiter's ancestor, still alive even though he is over hundreds of years old. The Arbiter believes it, but deep inside him he thinks that it's a lie.

He even revealed that it was the Fortunata Kalinda who erased his memories with a machine, the Arbiter still does not know how he found that out even to this day.

Soon after ShadowWings gave him his old house keys, and flew away leaving the Arbiter stranded at the Moth Cemetery.

Through all the strife he wondered why Arachnos erased his memories, but he knew they had their reasons and decided to travel alone into the house he lived in...

"Hmm, I wonder if these old house keys will let me in." said Arbiter Death while looking at his house.

*Arbiter Death tries to open the door with the house keys, but finds out the door handle has rusted and the key does not fit anymore*

"There's got to be a way in, perhaps-" the front door opens mysteriously

"Whoa." said Arbiter Death in astonishment

*Arbiter Death soon enters the house and looks cautiously around the building, checking if there is any more of those monsters that he saw around the city*

"This is it... my old house." said Arbiter Death "...but I don't remember that assault rifle near the basement, or even that odd symbol."

"Man, those symbols are all around the city and every time I get close to one of them I have a headache... it must be some type of Circle of Thorn's voodoo practice circles." thought Arbiter Death.

"I better check whats down in the basement." said Arbiter Death "...and I just can't leave that rifle there, who knows it might just save my life."

*While entering the basement, Arbiter Death gets a flashback as a boy with his mother and father, except both of them are both mutilated and dead on the floor*

"Mom, Dad... why aren't you speaking? Please wake up... the monsters will get us down here."

"We are awake, son. Why didn't you call for help... we would have been alive now if you cried for a hero to help us, but you didn't love us and while we were suffering you stayed holed up in the house." said his mother and father in unison as they slowly fuse together.

*The flashback ends, and the Arbiter sees his parent's fused together with organic tentacles blown out of the wall*

"Mom, Dad?!"

"No... it can't be, I see now, you both are here to torture me for my past and I think it's time for me to end this nightmare!"

*Arbiter Death fires rounds into the tentacles and into his fused parents. The only way of combating his parents do is with their tentacles, but that is almost useless as the Arbiter bobs and weaves around the slow moving tentacles, and within moments the tentacles stop attacking the Arbiter, and pierce both of his former parents*

"Is... is that it...? Is it over?" said Arbiter Death has he eyed his impaled parents.

*The Arbiter starts to feel a pain in his head and goes unconscious, when the Arbiter regains consciousness he awakens in front of the entrance of Talos Island*

"It's all over... but I still wonder, why did they erase my memory? Perhaps I will never know, only that I cannot go back to the grief and sorrow of Astoria."


((The OOC: I made his history at Dark Astoria because the zone resembles the fictional town "Silent Hill." The symbol he saw has a similar appearance to the Silent Hill symbol "Halo of the Sun"))

Becoming homesick and tired, the Arbiter broke his promise and entered Astoria to visit his parent's grave. While there, the Arbiter ran into Gelle; who was contemporarily visiting the grave of her husband, DeadShadow.

Without a moment's notice, a strange man wearing an over-sized pyramid on his head began to attack the two with a giant knife. They were then forced to retreat to safety, which was not that far, as this man was incredibly slow.

Once they reached a safe zone, an odd request was made: Gelle wished to die in Astoria. The Arbiter thought it strange, but complied as he pulled out his Barreta from his holster. Before he can pull the trigger a man named Leon Hawkeye interrupted the scene, and a gunfight occured between both of the men.

In the midst of the battle, Gelle was taken away by this strange force. Both men ignored her disappearance and commenced fighting... however, the Arbiter deemed this fight useless and simply ran away from the battle.

Leon followed the Arbiter every step of the way until they reached a large mausoleum. Both of the men found Gelle lying on the mausoleum roof, barely alive.

Seconds later she began to get violently ill and began to "evolve". To halt this the Arbiter quickly pulled out his Barreta and fired one round at her head; thus causing brain matter to splatter all over the ground.

Thinking that she would be dead permanently, the Arbiter began to walk away. However, a sickening noise was heard, and the Arbiter quickly glanced back at her body. He was soon terrified that her body began to reform due to the virus and the evil of Astoria.

As the Arbiter watched her reform he realized that it was the sin of murder that caused her to re-animate. The Arbiter saw that her skin began to turn yellow; her veins then began to get black and thick like vines; her right arm began to form into a tentacle; and lastly, her left arm's skin melted away and turned into a giant claw.

Gelle's 'other form' moved towards Leon and the Arbiter slowly, both men glanced at each other quickly and decided to take down the creature.

It took about three rounds of 9mm bullets, and 3 shots from a flamethrower to put down the creature.

As Gelle laid there dead, Leon suddenly knocked the Arbiter out with some type of sedative fume and injected a virus into him.

Leon then turned his attention to Gelle, and walked over to retrieve her for an unknown contact. As he walked over, the "Pyramid Man" slowly walked up the mausoleum and then snatched her body.

As Leon saw this act he loaded his .50 Calibur rifle and fired one round at the creature, as it's kick was too strong for another. Unfortunately, the round went towards the Pyramid Man's helmet; and was knocked off the building with Gelle resting in his arms.

Leon then rushed towards the edges of the building... the Pyramid Man and Gelle was no where to be found.

Leon then left the unconscious Arbiter stranded alone on the rooftop of the mausoleum. As the Arbiter woke up he saw that Gelle and Leon were no where in sight. Confused and confounded, the Arbiter decided to leave.

Arbiter Death escaped the "quick way" and used his Ouroboro's device to leave the district; a couple hours later Gelle was recovered and nursed back to health by Vincent Jaeger.

  • Shadow Spiders: After his operation in Paragon went down in flames, the Arbiter fled to the Isles and with the granted permission from Lord Recluse the Shadow Spiders was created. However, the Arbiter must now under-go a "re-training program."
  • Gelle: Doesn't really consider this woman a friend or enemy. She's just used for Jaeger and The Arbiter's projects. However, Arbiter Death enjoys that she is partly responsible for the Outbreak in Paragon City.
  • Vincent Jaeger: The Arbiter's most favoured scientist - as head of the science division the Arbiter let's Jaeger have a large amount of freedom. These men are both responsible for the outbreak that occurred in Paragon City... thanks to Gelle's infected blood.
  • Arachnos: Arachnos taught him everything he knows from melee combat to ranged combat... Arachnos is controlled by the one and only Lord Recluse.
  • Irmine: The Arbiter favors this woman quite a lot. He considers her "a brutal combatant and expert torturer."
  • Lord Recluse: The leader of Arachnos, or King of the Spiders as some mystics call him. The Arbiter serves Lord Recluse, but talks to him rarely in Paragon City, he communicates to him through a communicator that is modified to look like he is speaking to PPD officials.

  • The Zenvious Foundation: After many battles with the Foundation, a deal was made... it was to return Zoe Brightstar and stop attacking Foundationist. In return, they will halt their efforts to expose the Arbiter and the VoPC.
  • Etoile Republic Army: The Arbiter and his troops found these rebels cutting off all Arachnos communication within Mercy Island; unfortunately, they were successful. The Arbiter seeks out potiental members of the rebellion to exterminate.
  • Nepth Eclipse: A Hidden Hand member who the Arbiter's wife cheated on.

This is his Arachnos outfit, he rarely wears it, considering the amount of heroes he is around everyday. The Arbiter uniform consists of the new Arachnos armor known as the "Enforcer Armor."

The victim is exhausted from all the running, they take a look around to see if they escaped Arbiter Death and his hunting squads. Only to find out he/she is too late as a hunter from the corner of the building throws a knife at the victims leg stopping him/her in their tracks. Then all of a sudden a couple hunters in military attire come out of the shadows, and begin to maul the victim with various superpowers or other weaponry, which leaves a bloody mess on the concrete. That's only half the fun as you see the anger on their faces as they killed their victim....too....quickly.

This outfit is used for dinners, meetings, and such. It's the closest thing the Arbiter has to a "civilian" outfit; therefore it's also used for blending into the population of Paragon City

This is the Arbiter's "official" infiltration suit. The outfit has state-of-art devices that can easily infiltrate an enemy's base.

It's stealthy design is superior at night, as it comes with a black and grey camo design, ski mask, and night-vision goggles.

The Arbiter wore this outfit during his training days; now, it sits around his office in Grandville waiting to be worn again. Here is some quotes the young Arachnos soldier, John Starkweather; said about his uniform:

"Too hot... in this armor!"-- John Starkweather after running around his uniform for two hours

"Can't... run... fast enough!... Too heavy!"-- John Starkweather running around Mercy Island with his bulky, over-plated uniform.

"Need... water..."-- John Starkweather literally crawling up Fort Darwin, while in his Bane Spider uniform.

"Uh, oh..."-- John Starkweather accidently tripping and falling with his armor in-tact. Unfortunately, he is unable to get up due to the mass and weight.

"AAAAHHHH!"-- John Starkweather falling off Fort Darwin's platform onto the water's below, due to the weight of his armor.

[edit] OOC: The VEAT version of Arbiter Death

The VEAT Arbiter Death is actually him during his training days. So, if you want to roleplay with him your conversations -will- be only a flashback or a faint memory.

He may remember these conversations, and he may not. It just depends on the importance of the conversation.

Your character may go back in time via Ouroboros, and try to change him up a bit.

((Note: His in-game name is 'John Starkweather' and his past starts off at age 14 and will end back into the 'modern times' at his current age of 29 once he reaches threat level 50. ))

Good Side: Arbiter Death actually isn't that cruel or demented as one may think. He's actually a kind and friendly man to those who're friends with him, and is considered one of the more "friendly" Arachnos agents.

Bad Side: The Arbiter can become a bloodthirsty psychopath if an adversary of his or Arachnos is captured. This can lead to an excruciating amount of pain to the victim as they will be physically and mentally tortured.

Arbiter Death is primarily a homage of the Resident Evil character Jack Krauser. However, he is also inspired by other characters such as: Silent Hill's James Sunderland, Full Metal Alchemist's Maes Hughes, Resident Evil's HUNK, Manhunt's Lionel Starkweather, God of War's Kratos; and, of course, Arachnos' Arbiters.

  • The Arbiter's voice and face would be exactly like the Resident Evil 4 character Jack Krauser.
  • Arbiter Death's favorite music is Techno and Trance
  • Arbiter Death has 3 other old friends in Arachnos; Arbiter Pestilence, Arbiter War, and Arbiter Famine.
  • Arbiter Death has psychic abilities, albeit, an extremely small amount.
  • Arbiter Death has died and come back from the dead.
  • Arbiter Death is Entomophobic(Fear of insects).
  • Arbiter Death's Special Forces uniform is inspired by the Resident Evil character HUNK.
  • Has recently upgraded his suit, he received energy inhibitors that can increase the energy in his body tenfold.
  • Arbiter Death ironically hates cold weather.

  • Has actually saw the game City of Villains and City of Heroes at a local game store in Paragon City, the Arbiter thought it was an hallucination and walked away muttering to himself, "I have got to stop destroying those Crey lab machines!".

  • Has an immense fear to "Romero" or "Zack Snyder" type zombies. Due to the rumor of some sort of zombie invasion in the Isles; the Arbiter put his troops on an "undead high alert."
